The labour deadline moves to 1 December, and inspections carry on

Four verified developments, and what they mean in practice for finance teams and decision-makers in Jordan.

Labour · Inspections · E-invoicing · Social Security

Management takeaway

  • The regularization period for non-Jordanian workers has been extended to 1 December 2026 on new terms. This overtakes our last issue, which reported that the window had closed. Plan your regularizations by name and by cost now, not in the final week.
  • The extension does not pause inspections: the Ministry's campaigns across all governorates began on 8 October.
  • For companies operating in the UAE: anyone with revenue of AED 50 million or more must appoint an accredited e-invoicing service provider by 30 October 2026.

⏰ Deadlines: 30 October 2026 (UAE: service-provider appointment for the first group) · 1 December 2026 (end of the labour regularization period in Jordan).

1. Regularization of non-Jordanian workers extended to 1 December 2026

Regulatory alert · New deadline

On 7 October the Ministry of Labour announced that the Cabinet had extended its decision of 8 June 2026 on legalizing and regularizing migrant workers until 1 December 2026. The decision covers workers in all sectors and economic activities, including domestic workers. According to the explanatory points the Ministry published:

  • Workers who have held a work permit at least once: can regularize by paying 50% of the work-permit fees for each previous year. They receive a new permit and are exempted from the fines owed to the Ministries of Labour and Interior.
  • Those who entered Jordan for purposes other than work (such as medical treatment, tourism or study) and then worked without ever holding a permit: pay a lump sum of JOD 500 for the previous years, plus the fee for a new work permit.
  • Workers in the Aqaba Special Economic Zone: are exempted 100% from late-renewal fines on expired permits, or when moving to another employer.
  • After 1 January 2027: any worker who has not regularized, including domestic workers, will be detained and deported.

The Ministry's text gives 1 December 2026 as the end of the extension and "after 1 January 2027" for detention and deportation. We report both dates as published.

What management should do: List the workers who need regularizing, sort them into the categories above, and cost each case before deciding. Check unclear cases with the competent labour directorate. Do not leave it to the final week: in the last weeks of the previous window, the Ministry extended its directorates' hours to 5 p.m., Saturdays included.

2. The extension does not stop inspections: campaigns in every governorate since 8 October

Enforcement · Under way

On 7 October the Ministry of Labour's Secretary-General announced that the Ministry, together with the Public Security Directorate, would carry out intensive inspection campaigns across all sectors and economic activities in every governorate, starting on Thursday 8 October. The campaigns target non-Jordanian workers in violation, including domestic workers who have not regularized. According to the Ministry, rounds will run regularly in the morning and evening, each team will work outside its home governorate, and teams will carry body-worn cameras and iris-scanning devices.

What management should do: Do not read the extension as a truce. Match every work permit now to the actual occupation, the registered employer and the expiry date. Include workers who reach you through cleaning and service contractors, and ask each contractor for proof that the permits of its staff working on your premises are valid.

3. UAE: large businesses must appoint an e-invoicing provider by 30 October

Gulf · Fixed deadline

Ministerial Decision No. 66 of 2026, published on the UAE Ministry of Finance website, amended the first deadline of the electronic invoicing system. A person subject to the system whose revenue is AED 50 million or more must now appoint an accredited service provider by 30 October 2026, and implement the system by 1 January 2027. The original Decision No. 244 of 2025 had set that appointment date at 31 July 2026. Those with revenue below AED 50 million must appoint a provider by 31 March 2027 and implement by 1 July 2027. Under the decision, revenue is gross income for the most recent accounting period, based on the financial statements. Business-to-consumer transactions remain outside the system until a ministerial decision says otherwise.

What management should do: If your company has a branch or subsidiary in the UAE, calculate its revenue using the decision's definition and identify which group it falls into. If it is in the first group, the provider decision has to be made this month, not later. Review the details with your UAE tax adviser.

4. Social Security: 1.685 million active insured, and self-service keeps growing

Social Security · For information

The Social Security Corporation reported 1,685,387 active insured persons at the end of September 2026, against about 1.615 million at the end of September 2025: an increase of more than 70,000 in a year. On 6 October it announced a new way for Jordanians abroad who do not hold a digital ID to log in to its new mobile app. It had earlier reported that the app has passed 619,000 users since launch.

What management should do: Your employees can now see their Social Security records directly on their phones. Make sure the wages declared to Social Security match your payroll, and that joining and leaving dates are recorded accurately. Any discrepancy will reach the employee before it reaches you.

Global markets through a management lens

Energy jumps and rates hold ahead of the Fed. The spike in oil was the clearest move since our last issue, while borrowing costs stayed close to their recent levels.

  • Interest rates: The US Federal Reserve's target range remains 3.75%–4%, and its next meeting is on 27–28 October. The Central Bank of Jordan has not changed its rates since its 25-basis-point rise on 21 September. The 10-year US Treasury yield was 5.22% on 8 October, after touching 5.31% on 5 October.
  • US equities: The S&P 500 closed at 7,812 on 9 October (+1.2% since 2 October) and the Nasdaq at 27,366 (+0.6%).
  • Oil: Brent spot jumped to USD 135.51 on 2 October, from USD 114.82 the day before. It then stood at USD 125.44 on 6 October, the latest published price, about 9% above its 1 October level. Build energy costs into your 2027 budget on more than one scenario, not a single number.
  • Gold and silver: Gold was fixed at USD 4,186 an ounce on 9 October (−0.1% since 2 October), after dipping to USD 4,095 on 7 October. Silver was at USD 60.20 (−1.4%).
  • Bitcoin: Around USD 83,684 on 11 October (−1.3% since 3 October), having ranged between USD 81,657 and 86,424 over the week. Its volatility makes it unsuitable for operating liquidity.

This is not investment advice; it is a reminder that a single jump in energy prices can change a whole quarter's margin.
